Controlling pollution at the source is the most effective approach. Minimizing water usage through recycling and reusing water in industrial processes directly reduces the volume of wastewater generated, thereby decreasing the amount of pollutants discharged. This is a preventative measure. Discharging effluents into oceans merely shifts the pollution problem. Treating hot water is important for thermal pollution but doesn't address chemical pollutants. Shifting industries to rural areas only relocates the problem, potentially harming new environments, rather than solving the pollution issue itself.
