Belgium implemented an innovative power-sharing model to manage its ethnic diversity, primarily between Dutch and French speakers. Their constitution mandates an equal number of Dutch and French-speaking ministers in the central government, preventing any single linguistic group from making unilateral decisions. Many critical laws require the support of a majority from both linguistic groups. State governments for the regions (Wallonia and Flanders) were given significant powers, not subordinate to the central government. Brussels, with its mixed population, has a separate government where both communities have equal representation.
